[Cvsnt] I can't initialize my cvsroot

C:\>cvs -d c:/cvsroots init
cvs [init aborted]: Only the administrator can initialize new CVS stuff

I hate to tell cvs, but I AM the administrator on this computer. :)

Does anyone have any ideas why it won't let me create the repository?
