[Cvsnt] mail notification error

When it first happened, I retried it a few times. It would fail
consistently. I went to the server and stopped and restarted SMTP. It would
fail consistently. I stopped and restarted CVS. It would fail consistently.
But, if I re-boot the server, it stops for a while.
I agree that rebooting should not be necessary, but it's the only thing I
have found so far that stops it. Do you have a suggestion?
Thanks,
Chris
