[Cvsnt] Problems adding cvs logins

Ok, I followed all the instructions for installing cvsnt here

and it seems to work fine. But now I'm trying to add cvs logins by using

cvs passwd -a [username]

and then typing in the password twice.

The error I get is:

cvs [passwd aborted]: Only administrators can add or change another's
password.

What am I doing wrong?
