[Cvsnt] Fine grained access control

On the page http://www.devguy.com/fp/cfgmgmt/cvs/cvs_admin_nt.htm#ACCESS I read
that " CVSNT 1.11 build 45 and later has new access control features which allow
administrators to control fine-grained access to the repository without using
NTFS permissions."

Is there anywhere I can find more information about this?
