[Cvsnt] Problems with tags and CVSNT

Did you look at the link i provided? I think i might have explained the
problem poorly. According to the eclipse developers this is a CVSNT bug
and works correcly under "normal" cvs.

CVS doesn't version directories, only files, therefore an empty
directory essentially doesn't exist as far as CVS is concerned.
