[Cvsnt] cvs admin returns error

Hi!
    I have CVSNT 1.11.1.3.57c running as cvs-pserver on Win2K.

    Command "cvs admin  .." returns error "cvs [admin aborted]: usage is
restricted to repository administrators"
    %CVSROOT%=:pserver:shatl at CVSSRV:/prg

    CVSROOT/passwd file contains:
    shatl:**password**

    Server CVSSRV has local user shatl.

    What's wrong?
