[Cvsnt] cvs admin returns error

Usage is restricted, of course. The most easy way to solve the problem
is addition shatl into the %CVSROOT%/CVSROOT/admin file (create if it
does not exist). All users listed in this file (one name per line) have
the CVS admin permission.
