cvsnt 1.11.1.3 build 57g

Mostly a bugfix release.  Cleared up a number of issues from the bug
database, and problems that have been brought to my attention since
57f. 

* Weaken permission check slightly to allow you to 'update -r' into a

  branch you're able to checkout from.
* Support for 0.x revision numbers
*  Fix :ext: on Win98 
*  Always CVS_Username on startup so ssh works the same as other 
   protocols.
*  Lots of Unix stability fixes
*  Output titles in 'cvs ls' through stderr not stdout
*  Make sure config is correctly read if 'cvs server' is invoked 
   directly
