[cvsnt] loginfo trigger once?

It's pretty hard to do.  The server treats each directory as a separate
commit, and doesn't keep any records.

If you look at the commit-prep.pl and log_accum.pl scripts they work
together to bundle the loginfo data into a single email message.  You
should be able to do something like this.
