It's quite difficult to find out the owner of a file in NT (because
files tend to get owned by your primary group rather than the user)
and when cvs can't use that mechanism it falls back to 'Unknown'.  

57h will support an alternative locking scheme that always knows who
has the lock (and which machine they are on).
