[cvsnt] bug in handling of global CVS ignore (CVSROOT/cvsignore) ?

They don't, but they can see into the sandbox, and often have their own list 
of ignored files.

Under CVS the server does all the work, and the client (cvs.exe) just feeds 
files to it.  GUI clients were a later inovation that the documentation 
doesn't really address.
