[Cvsnt] (no subject)

hi,
i just begin using cvs and i'm notexpet in it.
when i try to connect to the cvs server i receive the following message
cvs.exe login: failed to open C:\passwords for reading: Permission denied
cvs.exe [login aborted]: fatal error: exiting

where i created a directory called c:\passwords
i want to know what's the cause of this error
