[Cvsnt] CreateService Failed: The specified sevice has been marked for de letion.

When I use the applet or command line : cvsservice -i c:\cvs, I got this
error. Is there a way to get around this without restart the server ?
CreateService Failed: The specified sevice has been marked for deletion.
