One way to make the rebuild not happen is to checkout
CVSROOT not all uppercase. (With the ancient cvs I use on NT).

If I 'cvs co cvsroot' then edit cvswrappers then 'cvs ci'
I don't see the 'rebuilding administrative files' message.

On the other hand, if I 'cvs co CVSROOT', I do see
'rebuilding administrative files' message.

Is that what's causing what you're seeing with Win98 and :local:?
