[Cvsnt] Beta 4 (build 45) server doesn't start

C:\>cvsservice -test
CVS 1.11.1.3 Beta 4 (Build 45) (Dec 28 2001) starting in test mode.
Adding repository d:/cvsroot
TEMP/TMP currently set to D:\TEMP
Error: Bind to port failed: The operation completed successfully.

I've rebooted, completely uninstalled previous versions but nothing seems to
work. Previous versions (build 41 for instance) work right out of the box.
Anyone got any ideas?
