[Cvsnt] Upgrade problem from 1.11.3.1 beta 4 to beta 6

- first installed over with repair option, both server and client
- since pserver protocol was thenm missing, I added it with the setup
program
- auth error:

C:\WINNT>cvs login

cvs [login aborted]: authorization failed: server 128.252.167.115 rejected
acces
s to /SCM for user hoijarvi

- the CVSROOT/passwd file is the same, error message changes if I rename it.
- I regenerated my password just in case.
