[Cvsnt] Possible bug in cvs export -f?

I checked the archives for "export" and didn't find any threads with the
term in the subject over the last three months so I want to ask the
group if I am correctly understanding the behavior of export's -f
option. I would expect that when a tag is not found and -f is given
that the HEAD revisions would be pulled. But when I try this I get:
D:\>cvs export -f -r mytag cvstraining
cvs [export aborted]: no such tag mytag
cvs [export aborted]: reading from server: Invalid argument
D:\>cvs -t export -f -r mytag cvstraining
-> main loop with CVSROOT=:ntserver:cvs:c:/cvs
S-> do_module (cvstraining, Updating, , )
S-> do_module (cvstraining, Updating, , )
S-> Create_Admin (., cvstraining, c:/cvs/cvstraining, mytag, , 0, 0)
S<- Create_Admin
cvs [export aborted]: reading from server: Invalid argument
The client and server information is:

Is export -f fully supported? Is this a bug? Thanks,
