[Cvsnt] RFC: New cvs command line option, say cvs cvsroot

Would it be possible for the authors of the cvs command line client to add a new option, which returned a _parsed_ version of the
environment variable CVSROOT?

So, a value like :local:e:/Repository would be returned as

Access method=:local:
User=
Directory=e:/Repository

or something similar.

The point would be to ensure any program using cvs could run the option and
extract the components of CVSROOT, and so know for sure that, in this example, the 3rd colon is part of the directory name.

In other words, we can all use the same code to do the parsing.
