Add a line in your inetd.conf.  See the documentation for the syntax
(should be installed in /usr/share/doc probably)

cvspserver      stream  tcp     nowait.400      root    /usr/sbin/tcpd
/usr/local/bin/cvs --allow-root=/usr/local/cvs authserver
