[cvsnt] user xxx is not a valid editor of the file yyyyy

With 57g and 57h I'm getting an error:

> cvs server: user 'jbarranquero' is not a valid editor of the file 'ChangeLog'
> cvs [server aborted]: correct above errors first!

that does not happens with 57f or previous releases, with the exact same
configuration.
