[cvsnt] Comments requested: SetACL script

I posted a script for assigning NTFS permissions to all repositories and the
CVS temp directory.  I believe I got the required permissions correct based
on what I've read in this mail list.  It uses hard-coded directory names,
but should be easy enough to modify to suit your environment if you should
choose to use it.
