ok, I found the ln utility ported to windows on this site:
http://unxutils.sourceforge.net/

...and I've been able to make hard-links with it.

I will try to and see if I can use it with the CVS passwd file accross
multiple repositories.... stay tuned...

cvs treats repositories independently.

You could try using hard links from \shared\passwd to
\myRep*\CVSROOT\passwd.
