[cvsnt] Update and file dates

The reason for the behaviour you mention above is to ensure 'make' can
correctly determine to remake files dependent on those that got "cvs
update"-ed.

AFAIK, there is no way to make update behave like checkout in this respect.

Why do you want it to?
