Where are you expecting it to ignore? The CVSROOT/cvsignore only affects
the output of update (the '?' lines), and occasionally import (although
it's safer to use -I instead for that, like all the frontends do -
personally I don't trust the server, but maybe that's just me). It doesn't
affect any 'client side' operations, especially things like the ignore
list in WinCVS.
