[cvsnt] Email Notification upon COMMIT?

Hi folks,

 Is anyone out there successfully sending email messages upon successful
commits?  I'm new to CVS and CVS-NT and am interested in the ability to send
an email when a file is committed to the repository. Is there an FAQ item
that covers this?  An idiot-proof step-by-step guide would be the level of
instruction I would need. 

I'm running CVS-NT 1.11.1.3 and Tortoise CVS 1.2.2
