First I installed only pserver, but trying to solve the problem I 
uninstalled it (cleaning all remaining references to cvs in Windows 
Registry), and installed again with all protocols (based on the document 
"CVSNT Installation Background"). Both installations had the same problem. 

The version is 2.0.8.
