[cvsnt] Is usage of cvs.exe (as client) discouraged at the hostwhere the repository lives?

Well, as far as I have undestood the whole thing the server process
itself (cvsservice.exe) invokes the cvs.exe in local mode all the time.
That's how it works in the first place I think. Therefore I don't see
any problem with your plan, which BTW also is a very common setup
AFAICT.
