[cvsnt] How to permit/not permit commit to an assigned branch?

Hi, everyone:
	I am a newbie in CVS, can anyone tell me How to permit/not permit commit to an assigned branch?
For example:

'HEAD -> 1.1 -> 1.2 -> 1.3 -> 1.4
'                |
'               V2  -> 1.2.2.1 -> 1.2.2.2

How to prevent some of the users to commit to V2 branch?
