[cvsnt] Public keys on CVSNT server

If you start with cvsssh -test it'll tell you where it's looking.  Be aware,
though, that the cvsssh server is going away at the next release - it was
experimental and I never got it working satisfactorily.  I recommend the
cygwin sshd (there are also a number of commercial offerings).
