cvsnt 1.11.1.3 build 65

Improved compatibility with rcs - don't write underscores in the
optional fields.
Hartmut Honisch found a really nasty bug with wierd temp directory
permissions.  This may have been responsible for at least some of the
odd corruption reports in the last year or two, although it's
difficult to tell.
Allow control panel to init repositories with spaces in them.
