[cvsnt] Debug or LogFile setting for CVSNT?

The CVS_CLIENT_LOG stuff isn't actually that useful - it's OK to debug the
start of a conversation but beyond that it's never really given me anything
that the -t options don't provide, and of course the -t options wouldn't
make any sense on the server.
