[cvsnt] Change to commmitinfo behaviour

Commitinfo currently takes a list of files on the command line... this break
NT if you try to commit lots of files in a single directory (one case here had
1000+ files, which caused cmd.exe to bring up a Dr.Watson).

For the next release I'll be changing it to be like the other scripts - taking
a list of files in its standard input.  This of course will break any existing
precommit scripts.

Since this change probably impacts scripts quote a lot, I'm letting everyone
know in advance... :)
