[cvsnt] cvs [server aborted]: can't create temporary directory C:\WINDOWS\Temp/cvs-serv2176: Permission denied

Check the NTFS permissions on the machine.  Looks like the user isn't
allowed to create directories.  My installation has CVSNT logging in as
system (the default) and using user impersonation while I make sure that
authorized CVSNT users have appropriate NTFS permissions.
