I got the exact same error after installation, until I rebooted the server.
After rebooting everything worked properly.

There is a note in Bo's step-by-step that the reboot is required.  I tried
side-stepping it too, but he is correct--it's required.  Thanks Bo :)

Note that the reboot should only be required the *first* time you install
CVSNT.  If you upgrade, it's OK to continue without a reboot.

        I have installed the CVSNT in my computer, my operative system is
Windows NT 4.0 SP 6.
        I tried to init the repository in the control pannel but it give me
the follow messagge: 'Repository Initialisation failed. To see errors, type
the folleowing at the command line   CVS -d D:/CVSREPO/REPO1 init'
        I don't know why. I have the NTFS system file in my PC and i was
created the directoy previuslly. In which command line? In the WinCvs.
        Have the Background CVS command line?
        Can you help me?
