[cvsnt] CVSNT

The CVSNT Reference Manual, Node:Security Files, FILES IN THE REPOSITORY 
explains 'Every directory in the repository contains two security files: the
OWNER file and the PERMS file.
When i Import a module, the OWNER file is OK,  but the file PERMS doesn't
appear. Do tou know why?
when and where the file PERM is generated ??
