[cvsnt] checkout permission and logout user

I just install CVSNT 2.0.8 and WinCVS 1.3.13.2 Beta13 using pserver
mode. at the W2K server the cvs directory is set for Everyone FULL
control, and there are 3 directories: CVSROOT (own by administrator);
DirA (own by administrator); DirB (own by userA).
 
Problem 1:
Initially I use administrator acct to login at the WinCVS client, and
subsequently when I use userA to login, it shows no errror with code 0
for userA successfully logined, but when I logout, it always shows as
loging out from administrator acct instead of userA acct. And no matter
which user account i use to login, it is always ended with administrator
logout, why?
 
Problem 2:
userA only given the ownership to DirB, but when I do a checkout, I can
checkout all the directories on the server including CVSROOT, why?
 
 
Can anyone help me on the above issues, I am new to CVS, thanks.
