[cvsnt] How to setup notify

I am new to cvsnt. I have got cvsnt up and running but I am having
difficulty
setting up "notify"

I want to setup notify to e-mail all the users of any "commit" action. So
far I have
done the following:
    1- added the line  COMMIT mail %s -s "CVS notification" to the "notify"
file
    2- created a new file "users" with one line per use
        <user login name>:<e-mail address>

 so far it does not work.

any help is appreciated.
