It sounds like you need to open port 2401 on your firewall to allow
incoming connections to that port on your cvs server, that would allow the
outside devs to use pserver (or preferably SSH or even SSPI) to get back
into the network.

If you really are restricted to ONLY port 80, there is an alpha-release
code management system called "SubVersion". Unfortunately I don't know
much more than the fact it uses HTTP for communications and runs on Apache
web server.
