win2003, cvsnt 2.0.34

why is cvsnt service 2.0.34 so slow to get started, and reports a wrong
status?

c:\cvsnt>net start cvs
The CVS service is starting.....
The CVS service could not be started.

but cvsnt is actually started as reported in service mmc,  and works find.

and, when stop service,

c:\cvsnt>net stop cvs
The service could not be controlled in its present state.
