WinCVS is a front-end to CVS, so I think you're asking if CVSNT will run 
as a server on Linux, correct?  The answer to that us yes, CVSNT does 
work as a server on Linux.  You can download it from 
http://www.cvsnt.org/ and find some tips for installation in the wiki
