[cvsnt] Can't add new module

I´m facing this problem : I can add a new module from every machine in my network but not in the server
where the repository is located. It says it can´t find Administrative files to perform the operation.
I use TortoiseCVS to add new modules and I tried to uninstall and install again without luck. Any clues ?
