Try just "/usr/local/bin/cvs pserver" instead.  The later versions of 
CVSNT also require the cvslockd service (Lock service) to be running, 
but you would get an explicit error mentioning it if that was the 
problem, and then not until you've connected, authenticated, and started 
an operation.
