The list of files and their revisions have moved to STDIN because the
command line in Windows easily got overloaded when people tagged many
files with long names in their directories.

Subject: [cvsnt] Taginfo
According to both the Wiki and the CHM documentation,
"The arguments passed to the command are, in order, the tagname,
operation (add for tag, mov for tag -F, and del for tag -d), repository,
and any remaining are pairs of filename revision."
Is this still true? I remember that some commands were changed to pass the
filename lists via standard input.
