[cvsnt] Remote Admin Tools?

Are there any remote administrative tools (e.g. web-based?) available
to manage CVS users, repositories, and settings without having full
access to the machine?

Our IS department would like our engineering group to administrate the
CVS server, but does not want to give us full access to the server box
as it is also providing other services within the company.
