[cvsnt] Missing rev on symbol in RCS header?

I have the following in a file:

head	1.4;
access;
symbols
	PRE_PRODUCT_REL:;
locks; strict;
comment	@// @;

The other files I've spotchecked all have a rev number after the colon 
in each symbol listed -- we did have our server go down suddenly a week 
or so ago. Is this a normal (if infrequent) occurrance in a CVSNT ,v 
file, or is this a glitch?
