[cvsnt] cvs chacl command not working

I get the following error when trying to do a chacl
command:  The directory exists but I don't know why
the command fails.

C:\cvsrepo\IngresImportTool>cvs chacl jseeley:rw
/IngresImportTool
cvs chacl: in directory .:
cvs [chacl aborted]: there is no version here; do 'cvs
checkout' first
