That's exactly what the Import command is for. Look here:

Unfortunately that entry is a bit out of date. CVSNT nowadays supports 
the following additional options that might be noteworthy for your needs:

-n  Don't create Vendor Branch and Release Tag
-C  Create CVS directories on import

When combined the result of using these two options is equivalent to 
using any of the third-party Recursive Add solutions.
