I was wrong. The problem was between chair and computer. Using the 
correct options with patch helps a lot:

D:\Metromec\misc\Cm3>patch -p0 -u -l < Cm3.patch
patching file Ui/CmPhoenixDlg.pas

works like a charm. Sorry for bothering...
