[cvsnt] ACLs, permissions, readers/writers, etc

OK, I did an strace on the cvs executable and noticed that there was an
error opening the CVSROOT/group file. It appears that there needs to be
a "group" file in CVSROOT, not the "group,v" file that is created by
following the directions here:
http://www.cvsnt.org/manual/Setting-up-groups.html
Unless I misunderstood something in the directions!
Looks like this portion of it is working now.
