[cvsnt] problem starting service

I am trying to start cvsnt and am getting this output:

C:\Documents and Settings\Jeff>cvsservice -test

CVS initialised successfully

and when I try to connect after this:
 >set CVSROOT=:pserver:john at localhost:/cvsroot
 >cvs login
Logging in to :pserver:john at localhost:2401/cvsroot
CVS password:
cvs [login aborted]: reading from server: Connection reset by peer
